Palm Bay's pre-platted lots and the area called the compound

Much of southwest Palm Bay was laid out by General Development Corporation before the land became part of the city. The City of Palm Bay says the area known as the compound covers Port Malabar Units 51, 52 and 53.

That is about 2,492 acres holding 4,978 parcels. Most are quarter acre single family lots, with 2,755 private owners spread around the world.

The city also says General Development Corporation built about 200 miles of roads there, plus ditches, outfalls, canals and headwalls. But there is no water, sewer or electrical infrastructure within the compound.

If you inherited or bought a lot there years ago, that is where any buyer's price will start. The city has been studying redevelopment of Unit 53 with federal technical help. Its Compound Update page lists the current documents.

Septic, wells and Palm Bay's mandatory connection rule

The Palm Bay Utilities Department counts over 32,000 septic systems and 12,000 drinking water wells in the city.

As of October 1, 2023, it counted about 1,066 developed parcels where city sewer was available but not connected. It also counted 2,344 where city water was available but not connected.

The City Council approved a mandatory connection ordinance on November 2, 2023. It is rolling out in phases, starting in summer 2024. Owners in a current phase get written notice. They then have one year from that notice to connect, and a $100 sewer deposit may apply.

If you got one of these letters, a buyer will want to know the date on it. The duty to connect stays with the property.

Insurance rules a Palm Bay buyer will run into

Citizens Property Insurance Corporation is Florida's state backed insurer, and state law limits who can use it (section 627.351).

Say a private insurer offers to cover a main home. Then that home cannot use Citizens, unless the private premium is more than 20 percent higher than Citizens' premium for similar coverage.

Citizens also requires flood insurance on its personal home policies. The rule is phased in by home value. It reaches all such policies with wind coverage that take effect on or after January 1, 2027.

Wind mitigation features can lower that cost. Home insurance rate filings must include discounts or credits for features shown to reduce wind damage (section 627.0629).

Those features include:

  • roof strength
  • roof to wall connections
  • opening protection.

Recording, stamps and taxes for a Brevard County sale

Palm Bay deeds are recorded and indexed by the Brevard County Clerk of the Court. Florida charges documentary stamp tax on the deed at 70 cents per $100 of the price.

The Florida Department of Revenue notes that all parties to the document are liable for the tax, no matter which party agrees to pay it. So your contract should say who pays.

On the Brevard County 2025 millage table, the City of Palm Bay line is 7.6993 mills. The county general fund is 2.8643 mills. School, district and other levies are added by millage code.

The buyer's bill will likely change too. After a sale, a homestead is reassessed at just value on January 1 (section 193.155).
