Which West Union office does what

Doddridge County's seat is West Union. The courthouse stands at 108 Court Street. Most county offices work out of the Administrative Annex at 99 Court Street.

The County Clerk records every deed and deed of trust. The Clerk also probates wills and helps with estates. The main line is 304-873-2631.

The Assessor sets the value your tax is based on, at 304-873-1261. The Sheriff is also the county treasurer and collects all property taxes. The Sheriff's tax office is at 304-873-1000.

For court, Doddridge is part of the Third Judicial Circuit, along with Pleasants, Ritchie and Wirt. The Circuit Clerk works in the courthouse. Family court cases are heard in Clarksburg.

When the house came to you through an estate

An inherited house usually starts with the County Clerk. In Doddridge County, probate orders also go before the County Commission. Its February 4, 2025 agenda listed them as a regular item.

Heirs often end up sharing one parcel. State law lets the Assessor list each heir's share on the land books by itself. Each share is then treated like its own tract for taxes and tax sales (W.Va. Code 11-4-9).

So one heir's unpaid share can fall behind even when the others pay. A real estate attorney can confirm who owns what before anyone signs a sale contract.

Falling behind on a loan or on taxes

Most home loans here are deeds of trust. After a default, the lender can tell the trustee to sell the house at a public auction (W.Va. Code 38-1-3).

First, the trustee must run a legal ad in Doddridge County. You also get a copy by certified mail at the address in the deed of trust. The notice must give the time and place of the sale (W.Va. Code 38-1-4).

Unpaid tax follows a set calendar:

  • by September 10, the Sheriff lists land unpaid on September 1
  • October 31, the liens go to the State Auditor (W.Va. Code 11A-3-2)
  • March 1 to August 1, the Auditor certifies the list (11A-3-44)
  • within 90 days, the lien sells at the courthouse (11A-3-45).

A sale is not the end. Until a tax deed is issued, you can still redeem. You pay the Auditor the taxes and charges plus 1% interest a month (W.Va. Code 11A-3-56).

What a home and a deed cost in tax here

The Assessor sets assessed value at 60% of appraised value. Your bill is that assessed value times the levy rate.

The newest Doddridge rates we found online are for tax year 2025, from the State Auditor. That sheet shows the farm (Class I) rate. The state Tax Division says the rate for owner-occupied homes (Class II) is twice that.

By our math, the 2025 home rate is about $1.18 per $100 of assessed value outside town. In West Union it is about $1.43. On a $100,000 house, that is about $710 a year outside town and $857 in West Union.

If you are 65 or older, or totally and permanently disabled, the first $20,000 of assessed value on the home you live in is not taxed (W.Va. Code 11-6B-3).

A recorded deed carries a state tax of $1.10 per $500 of value. The county adds 55 cents per $500 and may raise that as high as $1.65. The seller pays unless the buyer takes the deed with the tax unpaid (W.Va. Code 11-22-2).

Gas rights, wells and springs, and floodplain permits

The county lists natural gas, oil wells, coal and timber as part of its economy. When one person owns the surface and another owns the oil, gas or coal, each is taxed to its own owner (W.Va. Code 11-4-9). Your deed shows which part you hold.

Many homes here are not on public water. A 2019 WDTV report said about 80% of residents used wells, springs or cisterns. To drill, change or close a well, you need a permit from the local health department first.

The county revised its floodplain ordinance on February 17, 2026. You need a county permit before any work in or near a FEMA-mapped floodplain. That covers manufactured homes, driveways, fill and culverts. The fee for a lived-in home is $100.

You can check a lot on the WV Flood Tool, which the county links to. The Floodplain Manager is at 99 Court Street, Suite 128, 304-873-1343.

A mobile home sitting on your own land

West Virginia titles mobile and manufactured homes through the DMV. If the home is fixed to land you own, you can ask the DMV to cancel that title (W.Va. Code 17A-3-12b).

The cancellation is then recorded with the County Clerk, the same way a deed is. After that, the home sells only as real estate, together with the land and any liens on it.
